Funding rescinded for Muskegon State Park improvements, project on hold

A planned series of infrastructure improvements at Muskegon State Park is on indefinite hold following a decision by the Michigan House Appropriations Committee to rescind more than $650 million in grant funding statewide, including $1.5 million in enhancement funds designated for the Muskegon Sports Council’s master plan project.

The Muskegon Sports Council, which operates as a nonprofit partner to the State of Michigan, had been preparing to move forward with basic infrastructure upgrades to facilities it maintains in Muskegon State Park. The planned improvements included paving a deteriorating gravel parking lot, replacing temporary guest service tents with permanent facilities featuring accessible restrooms, and upgrading outdated electrical infrastructure.

“These improvements were designed as a gift back to the State for the benefit of Muskegon State Park, its visitors, and future generations,” the Muskegon Sports Council Board of Directors stated in a Facebook post announcing the update.

The board said the project had reached the end of its design and planning phase under a previously executed grant agreement. In addition to investing professional resources in project readiness, the Council had also secured significant matching donor funds to supplement the now-rescinded grant.

“Over the past year, we proceeded in good faith under an executed grant agreement,” the board stated. “We were at the end of the design and planning phase, having invested significant time and professional resources to prepare the project for DNR review and public bid.”

The organization has served as a longtime steward of recreational access in the area. For over 40 years, the Muskegon Sports Council has partnered with the State to operate unique and accessible outdoor recreation programs that serve tens of thousands of visitors annually, including hundreds of school field trips introducing students to outdoor learning and exploration.

“We are continuing constructive conversations with state partners and legislators and will share updates as appropriate,” the board said. “If you reside in Michigan and are inclined, we encourage you to contact your district’s State Representative to express your support for restoring this funding commitment and this one-time investment in this treasured public facility for the benefit of all.”
